1. Research on the strategy of ecological environment construction and sustainable development in Ordos

In recent years, with the implement strategy for the development of the western regions, Ordos not only has made tremendous achievements in economic development, bringing about profound social change, but also has a significant and positive impact on the regional ecological environment. On the one hand, Rapid development of industrialization and urbanization has made a large number of laborers move away from the traditional mode of production in agriculture and animal husbandry, which effectively reduces the pressure of growing population on renewable resources and environment. On the other hand, governments at all levels and the masses have made great efforts to actively push forward ecological construction, as a result, vegetation cover has increased and desertification processes have been effectively curbed through carrying out ecological rehabilitation and reforestation. However, there are still many problems needed to be summarized and analyzed comprehensively and systematically.  For example,

  1. Is ecological environment improvement accidental or inevitable?
  2. How to recognize the relationship between whole and the parts in the process of environmental changes?
  3. What is the influence of ecological environment construction on society?
  4. What is experience and shortcomings in the process of ecological environment construction?

Based on the theory of ecology, economics and other disciplines, this project highlights the key point and systematically analyzes the space-time dynamic change of complex ecosystem of nature-economy-society in Ordos over the past 30 years. It also reveals key social, economic and natural factors promoting ecological environment improvement and desertification reversion, then expounds the relationship between economic (social) development and ecological restoration, sums up benign interaction mode between the two and further promote regional sustainable development. At the same time, concerning major environmental problems of economic and social development at the present stage, this project brings forward harmonious development strategy of economy, society and environment.

 
2. Research on the management model innovation of mineral resources in Inner Mongolia

Mineral resources are material foundation for survival and development of human society, and also one of the important determinants for China to attain national prosperity and strength. Based on the rich mineral resources, as a new mineral resources base, Inner Mongolia has become a most important energy and resources supply base of the 21st century and it has played an important role in national economic and social development.
Inner Mongolia has a long history of mineral resources utilization and management. The most noticeable characteristic of traditional model of mineral resources management is the development scale of mineral resources is in chaos and many mineral resources industries have paid excessive attention to economic benefit while the sustainable use of mineral resources and environmental impact has always been ignored in the process of mineral resources development. Therefore, as China's emerging mineral resource base, Inner Mongolia mineral resources utilization and management must break through the restriction of traditional thinking, studying and defining the development direction of mineral resources industries, improving resources management innovation and regularizing the development and utilization behavior of enterprises from the perspective of national resource security strategy.  

Based on the above considerations, this project was carried out in accordance with the normative study method of "theoretical analysis--- mathematical model building -- empirical testing--- policy implementation”. For the three steps are: 1. To integrate basic theoretical knowledge of natural resource use and management, build figure-ground theory platform for project research and analyze history, current situation of mineral resources management at home and abroad, learning some good points from it and evaluate the status quo of mineral resources management in Inner Mongolia. 2. Based on the above basic theoretical platform, with current mineral resources management of Inner Mongolia, build a mathematical model for mineral resources management mode. 3. Using mathematical model, on the basis of empirical testing, bring forward an innovative model for mineral resources management, and carry out a deep research on recycle growth model of resource-based industries and high-tech growth model of resource-based enterprises, and then put forward a practical and suitable policy.

 
3. Research on sustainable development mode of energy industries in Ordos

Ordos is a resource highly concentrated place which can provide energy for major national economic tasks in the short term and long term, the sustainable energy industries in Ordos has great influence not only on the pace and quality of regional economic development, but also on the development of autonomous regions as well as the national economy, especially on the development of energy industry. However, with continuous growth in the energy utilization scale and expansion of the energy industries, many problems have become key factors that influence the energy industries realizing sustainable development, for example,

  1. How to achieve the dynamic equilibrium of energy utilization on time and space?
  2. How to achieve a reasonable and orderly exploitation of existing energy resources?
  3. How to coordinate the interactive relations between extraction, processing, storage of existing energy resources and protection of the ecological environment?

Focusing on sustainable development of Odors’ energy industries, from different perspective, this project constructs a theoretical platform for developing sustainable energy industries in Odors, commentate energy industry history of Odors, analyze experience of developing energy industry at home and abroad and summarize some wisdom from the past experience so as to have a better understanding of sustainable energy industries. Besides, in this project, through analyzing outside surrounding of Odors’ energy industries, a research is carried out to study the interactive relations --- the interactive relations between development of energy industries and reserves of energy resources and interactive relations between development of energy industries and ecological environment protection. Also, this project studies the development capacity of Odors’ energy industries today and in the future so as to clearly understand the guiding ideology of sustainable development of energy industries on the whole. Additionally, this project brings forward a basic developing mode, and from perspective of substituted industries and industries complementation, it also analyzed sustainable development mode for fossil energy industry, new energy and renewable energy industry, and also the interactive mode between energy industry and other related industries, and put forward a support system and policy guide to promote the sustainable development of Odors’ energy industry.

 
4. Policy release and path choice for Wulanchabu’s economic rise

Wulanchabu City experienced economic boom once because of its unique geographical advantages and has made tremendous contributions to economic development of China. However, in recent years, Wulanchabu City is puzzled over its position in China’s regional economic development strategies and economic development plans of Inner Mongolia Autonomous Region.

The main purpose of this project is to analyze deeply the reasons that affect Wulanchabu’s economic and social development and its exogenous and endogenous competitive advantages under the new macroeconomic situation, try to find out a correct way and policy support system, so as to provide theoretical reference and support for the governments of Inner Mongolia Autonomous Region and Wulanchabu City.
